Sets the %G_FILE_ATTRIBUTE_TIME_MODIFIED and %G_FILE_ATTRIBUTE_TIME_MODIFIED_USEC attributes in the file info to the given time value.

%G_FILE_ATTRIBUTE_TIME_MODIFIED_NSEC will be cleared.
