Sets the %G_FILE_ATTRIBUTE_TIME_ACCESS and %G_FILE_ATTRIBUTE_TIME_ACCESS_USEC attributes in the file info to the given date/time value.

%G_FILE_ATTRIBUTE_TIME_ACCESS_NSEC will be cleared.
